"The Iranians, who work for Tehran's power ministry, were in the capital at the invitation of Iraqi government officials to sign an electricity supply contract, the news agency said."

We are detaining Iranians from the power ministry who are there at the invitation of the Iraqi government. It seems to me we are more upset with Iran about the oil and gas contracts they are making with Iraq than anything else. Blindfolding and shackling invitees of the Iraqi government seems to me to be provocation. We are not attempting to improve relations with Iran, we are attempting to make them worse.
