Bush Officially Labels Iranian Army "Terrorist" Group

"It authorizes the United States to identify individuals, businesses, charities and extremist groups engaged in terrorist activities. The Revolutionary Guard would be the first national military branch included on the list, U.S. officials said -- a highly unusual move because it is part of a government, rather than a typical non-state terrorist organization."

Why would Bush label just the military of Iran a "terrorist group?" The military works at the behest of the government. It would be as if Germany designated the U.S. Marines a "terrorist group." It seems fishy that he would do one and not the other.
