War on Terror Not Working, al-Qaida gaining strength

The Associated Press: US report says al-Qaida gaining strength: "Attacks in Pakistan more than doubled from 375 to 887 between 2006 and 2007, and the number of fatalities jumped by almost 300 percent from 335 to 1,335, the State Department said in its annual terrorism report."

Terror is a tactic. How can you have a war on a tactic? It's like having a war on spying or sneak attacks. The reason they call it a "war on terror" is because everyone agrees "terror" is bad, and their war, and its "necessary" rollback of civil liberties, can go on for as long as they'd like them to. You cannot declare victory on a tactic.
