What happened to "As The Iraqis Stand Up, We'll Stand Down"?

"Military planners have abandoned the idea that standing up Iraqi troops will enable American soldiers to start coming home soon and now believe that U.S. troops will have to defeat the insurgents and secure control of troubled provinces."

It's been the mantra of the Bush Administration's Iraq war policy, "as they stand up, we'll stand down." After so many mistakes and failed theories and strategies, when do we finally say, "You've had your chances, I just don't believe in your leadership anymore."
